He graduated from the Bronx High School of Science in 1954, where he had been president of the Student Organization and the New York City Inter-City GO (General Organization) Council. While still in high school, Kohl tutored a teacher's son and participated in a public forum on school reform. At Harvard he majored in philosophy and mathematics, graduating in 1958 Phi Beta Kappa and magna cum laude. He then studied at University College, Oxford, from 1958 to 1959 as a Henry fellow, and at Columbia University Teachers College as a Woodrow Wilson fellow, earning an M.A. in 1962, with further graduate work in 1965 and 1966.
