Michael Donald Brown[2] (born August 5, 1953[3]) is an American politician serving as the juniorUnited States shadow senator from the District of Columbia, having served from 2007 to 2025.[4]

As a shadow senator, Brown received no pay from the government,[5][6] receives no budget from the government,[7][8] and could not vote on matters before the Senate.[7] While he did not have an office in the United States Capitol or any of the Senate's office buildings, the district's government provides the position with an office in the John A. Wilson Building.[7] Brown lobbied the United States Senate and the United States House of Representatives on behalf of the citizens of the district in their attempt to gain full representation in Congress,[9][10]self-determination,[10] and eventually admittance to the Union as a state.[10][11] As shadow senator, Brown also works with the district's delega

Michael Brown served as the first Under Secretary of Homeland Security for President George W. Bush from 2003-2005, and as the Director, Deputy Director and General Counsel, Federal Emergency Management Agency, from 2001-2005. He was a member of the White House Consequence Management Committee, comprised of cabinet deputies, following the attacks of 9/11. He chaired the White House Transition Team for Emergency Preparedness & Response, Department of Homeland Security. He also served on the National Security Council's Deputies Committee.

Michael has a unique perspective on homeland security issues since he is the only Presidential appointee to have served in a legacy agency and also on the transition team to create DHS and as an Under Secretary in the newly created cabinet department. Michael DeWayne Brown (born November 8, 1954) is an American attorney, and former government official who served as the administrator of the Federal Emergency Management Agency (FEMA) from 2003 to 2005. He joined FEMA as general counsel in 2001 and became deputy director the same year. Appointed in January 2003 by President George W. Bush to lead FEMA, Brown resigned in September 2005 following his controversial handling of Hurricane Katrina. Brown currently hosts a radio talk show on 630 KHOW in Denver, Colorado.[1]

Early life

Brown was born on November 8, 1954, in Guymon, Oklahoma, the son of Eloise (Ferguson) and Wayne Ellsworth Brown.[2][3][4] He received a B.A. in public administration/political science from the Central State University (now the University of Central Oklahoma).[5] He received his J.D. from Oklahoma City University School of Law in 1981.[6&
